Just noticed the “Do Not” – in quotes. So if we treat that as commented out… The sign becomes: Flush anything other than toilet paper or seat covers or management. Suddenly it makes more sense – clearly the sign was posted by a SW engineer. Reply ↓

Only TP, no water, no waste, no seat covers, no management, no using the toilet at all.
